This feature I'm requesting is already implemented in yt-dlp.
This feature is merely a UI/UX update.
This feature is suitable for primary users with little knowledge about yt-dlp.
This feature is available for most websites, not only the video platform I use.
This feature is suitable for a large variety of videos.
This feature is not going to conflict with many of the existing options.

I am downloading educational lecture videos playlist. I only have acces to internet limited through my mobile data
As the lecture videos involves reading the explanation written in whiteboard and I am being limited to mobile data , so I only download at the minimum video quality that text is videos are understandable and I also save data which is at 480p.
But some videps are only availabld in 144p, 240p, 360p , 1080p . So as per usual app's behaviour , it does not find selected 480p .
So it download at the lower quality than 480p, which is 360p that is available , but text is unreable in 360p , so it becomes a problem for me.
So app's behavious of downloading at quality lower than selected quality for a playlist is a problem for me.
Describe the solution you'd like
When downloading videos from playlist , if video is not not availble in the preferred quality, a prompt should be shown asking to select the quality from available qualities of video.
If a option with checkmark asking "Select same quality in future scenarios in the playlist further"was added to prompt , it would be better.
If displaying prompt is not possible, videos downloading automatically at quality higher than selectes quality will be better.
Turn on Format sorting in Settings - Format, import your GUI preference and you will see something like res:480, which works exactly as you described before. You can a prefix + to reverse this order, then it becomes "prefers smaller videos, but no smaller than 480p and the largest video if there are no videos larger than 480p"
