Seal version update

Currently original seal is at around 4.0> version. Could we also have a version bump please? Additionally, do you perhaps need more Julia friendly API similar to pyseal? (I could contribute with this if needed)

@sloede I'm attempting to do this myself, but I'm constantly at loss when it's coming to modifying the yggdrasil build script found here https://github.com/JuliaPackaging/Yggdrasil/blob/445340005f60338a80d0d5fbd8dc57e0956b78f7/S/SEAL/build_tarballs.jl

For some reason a simple version bump there is not compiling properly.

Hej hej! Thanks for your interest! At the moment I am not actively maintaining SEAL.jl anymore (as you probably have noticed). Thus while updating the build recipe for Yggdrasil is a good first step, I fear that it will also require some non-trivial changes to the API implementation here in SEAL.jl.

If you're interested, I am certainly happy to help by providing feedback and assisting in deciphering error messages. Maybe you can start by creating a draft PR to Yggdrasil with a version bump of SEAL and then post the error message there (cc'ing me) such that we can have a look together.
