Better support for editing and creating ASNs #20

When changing or creating a new contractdb entry, the user wants to know if the asns are already valid or need to be created to avoid typos.

Idea for solution: query the asn in editing mode for OrgCard and add extra button for changing or creating it, if it is not there.

Background: an asn number can only be in autonomous_system_manual once, this reduces us to one comment.
