Description

Allows IBM Cloud users to configure the toggle "Change custom attributes from the app" via terraform. Corresponding API route: https://eu-gb.appid.cloud.ibm.com/swagger-ui/#/Management%20API%20-%20Config/mgmt.updateUserProfilesConfig

New or Affected Resource(s)

App ID has many resources under IBM Cloud. Not sure if a new resource should be made (ie, ibm_appid_user_profile_config or the functionality should be added to an existing resource.
