Terraform CLI and Terraform IBM Provider Version

Expected Behavior

IBM Cloud Virtual Server instance creation by ibm_is_instance, includes embedded VNI creation - but there is no way to apply user tags to the VNI resource.

resource "ibm_is_instance" "bastion_host" {
...
  primary_network_attachment {
  ...
    virtual_network_interface {
      name = ""
      # tags =[]
    }
  }

Actual Behavior

Only able to apply user tags to VNI resource from Web GUI, CLI, API etc.

Steps to Reproduce

1. terraform apply
