DSS Security: organize fusillade security groups/roles

For the MVP of Fus integration the bounds for the accounts that are added to fusillade are too loose, we should organize the groups within dcp-fusillade in a more meaningful way and remove accounts that do not need access to specific actions.

This should start in dev, and work its way up to prod.
