Importance and Covariance Metrics for HPs in search space

It would be pretty nice to be able to get the importance and covariance stats from the tested HPs across all the islands.

I am not certain about the implementation of how this would go though. Any thoughts would be appreciated. Doing this in an island-based way, or at least in a pair-wise updating fashion would be pretty cool.
