Transfer requests between users

Sometimes participants want or need to leave the event early but they checked out hardware their team needs. Allow hardware desk staff members to transfer a request(s) between 2 users who are both physically present. A simple version of this would be to literally change the user associated with the request(s) in question, but we could also add a TRANSFERRED status and record both users involved for better recordkeeping.
