Update data warehouse privileges so that the analytics step functions can read from and write to all of the tables in staging.

Acceptance criteria

• The migrator user is creating tables
• The migrator user gives table access to the analytics user
• The DB user associated with the analytics step function can read from and write to tables in the analytics data warehouse in staging
