Add deliverable burnup charts

Summary

Follow the pattern established for sprint burnup to create a set of burndown charts for a given deliverable with some key differences:

• Use the quad instead of a sprint for the date range
• Use the data for a specific deliverable (i.e. the dataset created for Support filtering delivery metrics by deliverable #3029)

Acceptance criteria

• Metabase questions have been created for:
  • burnup by issues
  • burnup by points
• Those questions have been added to a new tab in the delivery metrics dashboard
