Ensure that search_filters data can be reported on in GA

Summary

Related to #1890

Work from #2626 allowed the site to begin sending data to Google Analytics regarding the filters used on each search request. However, it is unclear to what degree that data can / will make it out into GA's reporting.

We can see the data coming through in the realtime event report, but creating an experiment for the same data does not show any values. See attached screenshots.

Acceptance criteria

• a determination is made whether or not search_filter data can be adequately surfaced in GA reports
