Remove team members on already-awarded agreement (contract mod process)

User Story

As an OPRE COR, I want to alter the associated team members on an awarded contract in order to accurately document the involved staff members.

Preconditions

• A contract exists with one or more BLs in Obligated status.

Acceptance Criteria

• User can add one or more team members to the agreement that are not currently added and choose to persist the change or vacate the change.
• User can remove one or more team members to the agreement that are currently listed as a team member and choose to persist the change, or vacate the change.
• User should not be able to remove themselves as a team member ??
• The allowed users for these changes should be limited to the current and existing restrictions on users possessing roles that can alter this presently.
• User should be notified of success or failure of making the above changes.
• All relevant event / history records should be recorded denoting the who (user), when, and what, and remote IP of changes being made/requested.
