Dev chore/task: One-time pull of Goals and related data from SmartSheet TTA Plans

User story:
As a specialist citing goal information in my Activity Report that originated in the TTA Plan SmartSheet, I want to see the Plan goal information so I can consider including it in my report.

Task:
Pull the following SmartSheet Plan data into the Smart Hub database one time, sometime close to go live. The data was first pulled into the Smart Hub database via #57 and implemented in the Smart Hub UI via #117. This task is about getting the latest version of the data into our database just before go live, because we are not going to try to keep the data in sync. The data is:

• goals
• status
• timeline
• topics

Exclusions:

• We will not run keep the Smart Hub Plan goal data in sync with the SmartSheet TTA Plan. Per discussion with Patrice and Damon on Oct 28th, we will prioritize replacing the SmartSheet TTA Plan with the a Smart Hub Plan and handle any interim user confusion about the lack of sync via training and communications.

Per discussion today with @PatricePascual-ACF and Damon. onverted this issue from focusing on creating a job to keep SmartSheet Plan goal data in sync with Smart Hub to focusing on performing a one-time pull of Plan goal data.
