Automatically detect the correct Collector Stable Version in all circumstances #287
Description
Via this local tool we can automatically resolve the stable version for components when doing per-folder local component updating. However this functionality hasn't been integrated in distrogen yet, so we can't automatically detect the version in distribution generation. If we could, we could avoid ever needing to manually set opentelemetry_stable_version in spec files.
