Is GKEBackupBackupPlan available in GCP COnfig Controller 1.1.21.1

Cannot create resource of type gkebackupbackupplans.gkebackup.cnrm.cloud.google.com

Can i get clarification if GKEBackupBackupPlan is meant to be available to Config Controller running on 1.121.1. Reading thru documentation release notes https://cloud.google.com/config-connector/docs/release-notes#August_21_2023 I made the assumption that it should have been available since there's a reference to it. Furthermore from the repo looks like the resource was introduced as of 1.103.0
