Depth climate parameter doesn't work properly

What's the issue you encountered?

Using addBiome and setting the depth parameter to 1.1 (same as deep dark) or using addBiomeSimilar with the deep dark biome generates the biome on the surface instead of underground.

How can the issue be reproduced?

Create a Region and add a biome with the "depth" climate parameter as 1.1 or any underground value found in vanilla.
