GitHub Actions 用ワークフローで使用する Rust バージョンを toolchain.toml から取得する

2024/12/27 時点で以下の2つにハードコードされているので、Rust のバージョンを上げたときに workflow の更新を忘れるとリリースビルドが落ちる
