I am really very curious how to pass these different elevation datasets into ANUGA.
"The boundaries between such features can be embedded in the mesh using break-lines, and the user can optionally specify that different elevation datasets are used to set the elevation within different parts of the mesh (e.g. often it is convenient to use a raster digital elevation model in terrestrial areas, and surveyed channel bed points in rivers)"
I tried add_quantity but it only takes common areas.
I tried set_quantity but it overrides last values with new ones.
Could you please tell us.

I would suggest you submit questions like this to the anuga mailing list https://lists.sourceforge.net/lists/listinfo/anuga-user Will get more access to users of anuga that way.
But usually the best way is to prepare data in a GIS platform... as often there will be a need to merge multiple data sets and that will likely require cleaning up edges prior to use
