Improvements on categories page / voting power box

• If the user has no voting power delegated then the text on the green banner should be updated. Right now it says "You have extra powers now!" but you don't. We should change that to Claim more voting power because users can Refresh and they could get more voting power later.

It shouldn't be shown that "2 people delegated to you" instead of " some one delegated to you"

the unique number of delegators from the api is 4 but we aren't showing the collections delegation
