[Enhancement] Announcements is buggy! #26

Following are the problems:

I, subjectively, don't like the display image of announcements on wing page.
There is no, announcement specific page, where the details of a particular announcement is listed.
There is a topic field in add Announcement page, which I don't understand.
The organizer in the add Announcement page is text field requiring exact wing names, which is inconvenient.

There are two possible solutions to this problem:

Fix the above issues, which can be done.
Drop the feature entirely, in lieu of Caliiita. This can cause redundancy.
Somehow, integrate this with Caliiita backend.
