Description

Phase 2 design updates to home/landing page. Updated visual/aesthetics based on user feedback and remove legacy designs from the UK Notify fork

Use the Figma design for the new home page to update the look and feel, and add additional navigation items to pages before login

Testing a different image to see if it passes a test

Testing the new image - still need to figure out the failing E2E test
