Summary

Transactions will now have a distinct owner within the transaction policy owner field. For more context, see FuelLabs/fuel-specs#617.

This new policy would specify an index indicating which transaction input is considered the "owner" of the transaction. This feature would enable developers to identify the transaction initiator.
