Prevent HR tablet from live updating scores during review #914

During referee review, unlike scoring referee tablets that do not update the live score when on the review page, the head referee's inputs, such as adding/removing fouls, are immediately reflected on the live score. This is inconsistent behavior for updating the live score between the tablets, and the related confusion/concern from the teams and audience as the numbers change after the match.
Describe the solution you'd like
The live score should not be updated after the match (during the "review"), regardless of the tablet used to enter adjustments (scorer or HR).
Describe alternatives you've considered
- This could be as designed.
Additional context
In certain extreme cases (i.e. HR has to enter several major fouls after referee discussion), this could be an unfortunate moment as the teams see the score adjust in real time during review.
