chore(windows):  add go job run into CI

So we sure windows is working.

Without CI it is hard to tell it is.

Selling feature of PC - it is xplat, so better to have https://github.com/F1bonacc1/process-compose/blob/main/.github/workflows/go.yml run in Windows too.

GH provides free windows machines.
