Steps to Reproduce

Open any course structure
Open the editor of any previously created Topic (or create new one)
Click on 'Add Content' button
Choose to add Video, PDF, or Audio element
Click on that previously chosen component in the editor container
Observe the Content toolbar

Expected Behavior

'File upload' button and 'input_control' field should be vertically aligned as on screenshot below.

Current Behavior

'File upload' button and 'input_control' field are not properly aligned.
