Support Alt-Up in file picker

It'd be nice if RD_VIEW_RULE_UI_FUNCTION_DEF(file_system) supported Alt-Up to go up one directory (it currently just ignores the Alt and cycles through the list of files).

I tried that the first time I tried to open a file and I seem to use that hotkey a lot more than I realized.
