Did you decide that the TCK must be developed by an Eclipse project?
If so, should that requirement be included here?

The reason for a TCK project to be an Eclipse project would be to ensure the same access checks to commits as exists for the API and specification. Since the TCK is a formal part of a specification, having it live outside of Eclipse would allow for unclear contributions that would require a formal IP review at every release that would be more difficult than the current automated approach.
