[Bug]Banners break- and placeable without permissions on glass panes

Describe the bug

When left clicking on a banner which is placed on a glass pane it drops and can also be replaced even in an area where there is no build permission granted.

To Reproduce

Go to a foreign nation or a different area where you dont have building permissions like n spawn france and left click a banner placed on glass panes.

Expected behavior

I would expect the banner to be unbreakable for me because I have no build permissions.

This seems to be connected to the banner plugin due to banners with vanilla placement on glass planes not reproducing the behaviour.
