Describe the bug

There is a town which is 1648 blocks away from the nearest town in the nation and the town has not been kicked from the nation even after multiple newdays.

To Reproduce

Kick a town from a nation which is bridging a nation via dynamic range.

Expected behavior

When a town is kicked from a nation which is providing a dynamic nation range for another town to join, the towns utilising that dynamic range are kicked automatically by towny instantly.

Additional context

There are 3 towns in a line. (town in the middle being 1000 blocks away from the town on the left, same with the town on the right)
The town on the far left side decides to leave the nation they are apart of. (other 2 towns are apart of this nation)
The towns to the right of the town on the left should be automatically kicked from the nation because they are now outside of the 3500 block distance from the capital city's homeblock, but aren't kicked at all.
