We should figure out the requirements for making the package pip installable

I've been playing around with creating a setup.py and getting the package on PyPI.

In the process, I went ahead and renamed the project to impedance.py (pip install impedance) and reimported the project to ECSHackWeek/impedance.py. It looks like about the only thing that the GitHub Importer can't move is issues, so I'll go ahead and reopen some of those there.
