Make slitless spec/roman optical utils aware of the full FPA

There are two different but related issues:

1) the `snpitdispenser` takes `sca` as an attribute from python independently, and the one set in the config file is not the one that is propagated.

2) Unlike direct imaging, the trace of an object can appear in multiple SCAs. We will need to way to map those cases.
