SA1623: Property standard text for ru-RU culture is wrong

For ru-RU culture property standart text should be Возвращает instead of Получает (Возвращает или задает insted of Получает или задает and so on).

@ds1709 The internal check was inconclusive. In my review of their response, I notice that the English version describes the behavior of accessing the property from the caller's perspective, as opposed to describing the behavior from its own perspective. The response made it sound like Получает is a better fit for that. 😕
