Ability to limit the number of service activations/submissions within a Max number of time for anonymous users and auth users.

Should be configurable

Rules would look something like: N Submissions within X Minutes/Hours/Days.

Likely a need for layered rules: Max 1 Submission in a 1 minutes window + 10 Submissions Per Hour + 20 Submissions Per Day.
