Ability for a anonymous user to look up a Case and its status updates.

Additional details:

security around what information about a case and related entities are shown
security around if a Case is created by a authenticated user, does the case able to be looked-up via Anonymous lookup
Per service activation for anonymous lookup?
Per Case data activation for anonymous lookup?
