Sort platform deps

Cargo-sort does not sort platform deps, i.e [target.'cfg(windows)'.dependencies]. Can we please address this?

Also where these headings end up is a bit random... In a recent file (after sorting, the target ones followed dependencies).

[target.'cfg(all(not(windows), not(target_arch = "wasm32")))'.dependencies]
...

[target.'cfg(not(target_arch = "wasm32"))'.dependencies]
...

[lib]
...

[target.'cfg(target_arch = "wasm32")'.dependencies]
...

[features]
...

[target.'cfg(not(target_os = "unknown"))'.dev-dependencies]
...

[dependencies]
...

Turns out running it again changes the order to all target first, which is at least consistent.

But I also think it would be nice to have the target-dependent things following the corresponding sections, so

[dependencies]
...

[target...dependencies]
...

[dev-dependencies]
...

[target...dev-dependencies]
...

Yeah, I agree that would make the most sense. PRs welcome.
