Try re-enabling htmltest for GitHub links

I had to suppress checking any links to source on GitHub in the protocol analysis document because GitHub started throwing 429s to rate limit all of them. See if we can generate htmltest.yml from a template file and substitute in the value of secrets.GITHUB_TOKEN (see the GitHub docs) in HttpHeaders (see the htmltest docs) to re-establish those checks.
