Can't deploy v1.0.6

Expected behavior

Actual behavior

1. the docker version check has problem, which made docker v17.x can't pass the check
   2.the demoregistry.dataman-inc.com seems not work now

Information about the Issue

docker version --format '{{.Server.Version}}' -> 17.06.2-ce
So DOCKER_MINOR_VERSION_REQUIRED just get "06" which is less than target 12 (1.12.0)
