Virtual server managment: Add interface to select mods/keys to allow on each instance

In order to allow full configuration of each server, the panel could allow the selection of mods to whitelist as optional mods for clients to load. this could be a second column of check boxes down the side of the mods tab, which would copy the keys from that mod to the virtual server keys folder.
