Formatter: Change options not to conflict with default `.editorconfig`

For instance something basic like final trailing whitespace. the XML PLC file itself doesn't have the trailing newline (and it shouldn't have), the trailing newline should be in the body somewhere.

Editing the XML file with e.g. VS Code would make EditorConfig kick in for real and this newline.
