Describe the bug

For some reason there is a heavy safe spawning right on top of the ladder for the radio tower on the Challenge - Overrun Military Base start, making it impossible to climb the tower without obscenely high strength needed to drag the thing.

Not sure if this occurs on Military Bases outside of Overrun start

Steps to reproduce

-Start an Challenge - Overrun start
-Turn on debug invincibility/invisiblity
-Move from starting warehouse to the radio tower
-Check that safe is blocking ladder

Expected behavior

There should not be a heavy safe sitting there
