Describe the bug

Everything has been outlined in the conversation here #76327 (comment)

But the TLDR is - unarmed weapons when worn do not account for to_hit, while when wielded they do. This makes the DPS displays and tests unreliable, and allows the player to minmax-swap wielding or wearing the weapon depending on what is better.

N/A? I do not know how to test DPS of an item in game when the DPS display is lying

Expected behavior

Weapon's to_hit should always be taken into account
