Almost every time we play, there is a conversation about being punished for killing civilians.

"Arma is a War Crime simulator! It shouldn't matter!"
"They ran over half our squad, that makes it open season."

I don't know what you have in mind, but my input into civilian factions would be:

  1. Be able to define civilians present on the map in UnitClasses.sqf.
  2. Be able to define civilian air traffic in UnitClasses.sqf. "ID that helicopter before launching AA!"
  3. Be able to define population density (None, Few, Many) in params.hpp or CBA.
  4. Be able to define penalties for killing civs. (Off, Some OK, On) in params.hpp or CBA.
  5. Tweak Civ vehicle pathfinding. I can't tell you how often we've been near a road and a Civ will come cruising down the road and wildly swerve at the last second to hit a team mate. They drive super careful around AI, but human controlled targets get no quarter.

Otherwise, I don't know how Escape facilitates the detection of civilians getting killed in the first place... But if no one is around to bear witness to the death of a civ, who's going to report it?

If it cannot be directly observed, who's to say what happened. (Take control of enemy mortar site, hit known COM center with HE from 1500M... Collateral damage ensues...)
