CCLoader should add a update checker to notify the users that a new version has been released.

CCUpdaterCLI/ CCUpdaterUI resolves this issue.

@Vankerkom CCUpdaterUI is not ready. Began writing a literal update checker in https://github.com/dmitmel/cc-mod-version-checker
