Add Times Stats #60

We need to keep track of the following:

Time between PR Submission and PR Approval
Time between PR Approval and Closing Issue
Time between Closing Issue and payout
Time between PR Submission and Payout

For each time we need both median and average

Ideally we would be able to get this stats for differents scope like orgs, users or repo
