Unfortunately, the music's not something Blind Mind even has the right to release.

This is fully understandable, but the fact that the source apparently requires the proprietary music is not made clear in the readme (it mentions you can drop files from commercial version, but doesn't mention what happens if you don't own it - will it crash? Does it expect a specific name/format of the files?)

Oh no, it's fine! It just won't play music.

... This is a trickier question to answer. I've never really poked around the music system a lot, but the one thing I can see offhand is that data/music/orchestra.txt, the file that controls the ingame music, is missing from the repo. People have experimented with custom soundtracks for OS builds of the game, but I don't know if any of them are still around... I do know that https://github.com/OlivierGagnon/Star-Ruler-2-Orchestra.txt-generator was considered functional enough to be posted in the #mods-and-tools channel on the OpenSR Discord, but that's about all the info I've got. 😐

Please may the authors of the music be contacted and politely asked to liberate the music by releasing it under a libre license?

I don't know who they are, and I'm spending quite enough energy debating the matter with you. I don't want to start debating it with them, too. 😂

Is there any room for simply replacing the encumbered music files with some freely licensed works?

Plenty of room (see my first comment). It's just that nobody's cared enough to compile an official OpenSR soundtrack so far.
