MSF Inject: Implant Timeout

I am trying to use msf. I started a handler on msf using multi/handler and windows/x64/meterpreter_reverse_https, then attempted to send a metasploit payload using msf --lhost 192.168.12.129 --lport 8443 but I get rpc error: code = unknown desc = implant timeout

Basically I am not sure if this is user error, or a bug, so I figured I would ask here before opening a new issue.
