Expected behavior

Teleportation after island creation

Observed/Actual behavior

When my players do /ob create then /ob cel, there's sometimes an error saying 'Teleporting in progress' and then sometimes it says 'No safe place', so I wanted to know why

Are you using a custom island? This issue is caused by there being no safe spot to teleport to.
