needed subscriptions in online users context menu

@CoBC sometimes, some people in some servers first leaves all channels, and then start spamming us with messages and stuf.
and we have no way of unsubscribing someone's events when they aren't in any channel, And we shouldn't turn off our subscriptions from the settings just because of some spammy people
so, we should have subscriptions in online users dialog for users, to be able to subscribe or unsubscribe users events when they aren't in any channel.

Not sure what type of subscription are really useful to change for an user not in a channel.
Majority of user action required to be in a channel so don't know

@CoBC changing subscriptions doesn't need that person or you to be in any channel, I know this because I tested this, I logged in to a server, but I was behind the server and I was not in any channel, and this bot did this.
TTUtilities changed subscription "Intercept Channel Messages" to: On
TTUtilities changed subscription "Voice" to: Off
This feature is really needed to prevent the annoying people
Please, do this. You Can add a single subscription and test it on users If you don't beleave it works, and then If it worked, add all of the others and open pr.

I didn't say that we couldn't do it, I simply said that most user actions (such as speaking or sending a channel message) require being in a channel, and that therefore, changing the subscriptions of someone who is not in a channel makes no sense in my opinion

The only subscribtion I can find useful to have in this dialog is subscription for private messages

yes, exactly, but there is one more.
subscription for private messages, which you want to mute a user's private messages who is spamming you from behind the server.
Intercept subscription for private messages, needed for server admins, for a case, 2 people are on the server, but they are both not in any channel, and they are just chatting with each other from the online users dialog, and the admin wants to intercept their private chats chats.
so, please add these 2 subscriptions to the online users dialog.

@CoBC I'd like to have this in 5.17 to prevent spam and for user's safability, but i'm not sure if we need to define anything new in onlineusersdlg, because it's not only limited to context menu actions, When I was looking at mainwindow to see the implimentation, And It's difrent, example see.

let me actually explane my own case why Do I need this.
once I was in a persian public server, In a channel talking to someone
another person came in to the server, A person who was sick and wanted to annoy people because they did know that Others can't do anything.
They've set so they don't join any channel, And constantly messaged me with unwanted content
They've forced me to disable my private messages from settings, But then I was unable to receave messages from anyone else
That's why The subscription is needed in online users dialog
