DnD 3.5 Arcane Thesis feat not working

As in the title, feat Arcane Thesis from Player's Handbook II. I'm adding prepared spells and level increase from metamagic is standard, not 1 lower.

Mate, not sure if I will be able to make that feat work. I cannot force any of these conditionals for metamagic applications:

1. Does not work with Heighten Spell
2. Must be used with another Metamagic
3. Cannot reduce the base level.

I do not have an opportunity to test this until the weekend. Give this a try and report back if it works.

Sorry, it still doesn't work. It would be nice though if it worked like Metamagic School Focus, even without the proper restrictions, so that I could prepare spells correctly.
