Can we insert polygons into Berkeley Mapper?

This is a general request from the Arctos WG so posting here. 
Function of figuring where your points lie may be fulfilled with the histograms if we can expand with administrative boundaries  (See #84 ) but there is value in seeing the polygons too.
Not sure how this would work (user uploads KML, selects from prepopulated features list? other?)
